Abstract

The report is an attempt to estimate the agricultural production value in Slovenia on the basisof estimation districts and geographical regions. The report is based on data of harvest andproduction, collected by Statistical Offi ce of Slovenia within the »Census of agriculturalfarming in the year 2000”, and on the average purchase price for some agricultural products,which were registered in the department of agricultural statistics at the Statistical Offi ce inthe year 2003. The results should indicate territorial difference in the agricultural productionvalue.

Abstract

On the basis of necessities to connect different aspects of sectoral planning in the 60-ies of lastcentury, regional-spatial planning was developed. In 1970 –1975 Slovenia elaborated basicprofessional elements for adoption of regional-spatial plan of the republic. With the transitionto the system of social planning a process of general guidance were adopted, which were alsocontinuing for ten years in the time independent state. Strategy of spatial development wasadopted not until the year 2002, but without clarifying the relationships between the strategyof regional development at the national level and with the guidelines at the European level.

Abstract

The article discusses different regionalisations prepared by prof.dr.Igor Vrišer, that wereused in several attempts of administrative territorial reforms, starting from 1993 onwards inestablishing balanced relations between local selfgovernment and the national state with theintroduction of second tier of regional selfgovernment taht would enable decentralsation andshift of the responsibilities from tha national state down to the regions. The paper deals withnew relations in territorial division of the country, the importance of regional approach inpreserving competitiveness of sloven urban centres.

Abstract

In the article the author describes the history of interdisciplinary planning. He commentsthe development and state-of-the-arts in this fi eld. He gives his own proposal for the newgeneration of comprehensive plans in Slovenia in terms of interdisciplinary approach. In alarge table the key spatial indicators are described together with its links with economic, socialand ecological indicators. The method is demonstrated on three practical cases in a form offlow charts. Strategic evaluations of industrial, touristic and agricultural zones are examined.

Abstract

In current time we are witnessing discussions of modernisation of regional planning. Searchingfor contemporary instruments for guiding regional development is accompanied byterminological confusions. The article presents contemporary planning aspect in policies ofregional development in the theory and practice. The term of »regional management«, as thefoundation of contemporary guiding of regional development is argued according to thesequestions: what is regional management, what we are trying to achieve and which are its basictasks.

Abstract

Regionalization as an activity that splits a landscape into units can be carried out differentlyaccording to the planning procedures used. The natural landscape units are connected to theplanning of natural resource, which were the content of landscape at its very beginning. Thearbitrary defi ned landscape units, i.e. raster pixels can be considered as a type of spatial unitthat may surmount the two opposing types of landscape units.

Abstract

In view of the small size of its territory, regional differences are quite explicit in Slovenia,and negative effects are also evident in the environmental sphere. The rise of material welfare,especially in certain regions, was reached at the cost of exhausting natural resources andpolluting the geographical environment. Slovenia can effectuate sustainable characteristicsand the dimensions of its own and of the European spatial and regional scheme by distributingthe elementary spatial and regional structures within the scope of different regional capacitiesof the geographical environment.

Abstract

Slovenian experiences with place prosperity policy go a few decades back. Less developedareas were introduced in 1971 for the fi rst time and since then they have been continuouslyused as an instrument of regional policy. Abstract

Rapid growth of cities causes signifi cant changes in the use of their space. Besides basiceconomic development factors, the principal development factors are technology, demographictrends, policy, social structure, culture and globalisation. City is becoming an increasinglyheterogeneous space. Basically, this is indicated by rapid increase in the demand for constructionpermits and for information as regards the activities, which affect the environment, as well asby a number of problems arising in association with the planned use and investitors’ desires.

Abstract

This treatise attempts to defi ne contemporary problems in the development of the culturallandscape in the Slovenian countryside. These problems have been caused by differentdevelopments during three phases of socio-economic land use in Slovenia. Among theproblems discussed are how to make good a defi ciency of land structure, how to deal withlimited natural resources for modern farming, and how to hinder deepening of regionaldifferentiation in the economic development of Slovenia, which is connected also with thedecay of the cultural landscape in farming areas in the periphery.

Abstract

The paper discusses the basic features of the regional aspect of rural development planning.Management of rural areas and development of rural areas in the Central European countriesstarted approximately thirty years ago mainly due to considerable structural changes inseparate sectors. In the beginning of the 1990’s, Slovenia also attempted to develop methodsof rural management and development, however, these attempts remained more or less in thestart-up phase. The implementation of the regional aspect has become a necessity, since ruraldevelopment cannot be successful only in small spatial units.

Abstract

The reform of Slovene local self-government contains five components: functional, territorial,organisational, fi nancial-material and legal. The article is analysing territorial component.The territorial component involves the establishment of new municipalities, which replacedthe former communes. In 1994, 147 new municipalities were formed out of 62 communes,in 1998 another 45 municipalities were added and in 2002 one more. There are currently193 municipalities in Slovenia which are not all formed according to the legislative criteria(5000 inhabitants).
