城市绿地是城市防灾系统的重要组成部分，在当前城市安全体系尚不完善的现状下，应高度重视其作为避灾场所的重要作用.以杭州市钱江新城核心区绿地建设现状为例，通过客观评价现有外部空间条件，立足3大绿地空间，提出采取外部资源有效整合、内部空间优化、避灾树种选配、设施改良等措施，完善城市避灾功能，提升避灾能力.
